U.S. Immigration and Export Control Lawyer
Lucia E. Casale specializes in the representation of international and domestic businesses in matters related to U.S. Export Control, both “EAR” (Export Administration Regulations) and “ITAR” (International Traffic in Arms Regulations); “OFAC” (Office of Foreign Asset Control) compliance; “NISP” (U.S. National Industrial Security Program) Agreements and Security Clearances for companies working in sensitive U.S. Government programs; and U.S. Immigration law for companies with foreign national workers, executives, technical personnel and their dependents. Ms. Casale has experience ranging from large multinational companies to innovative start-ups. She has negotiated SSAs (“Special Security Agreements”), has significant experience in conducting corporate compliance Audits, Voluntary Disclosures, CJs, and CCATS, and has been the lead EAR/ITAR counsel as well as the immigration counsel for the M&A teams of multinational companies navigating both CFIUS (“Committee on Foreign Investment in the United States,”) filings and the complexities of mitigating the impact on operations of acquisition, merger and restructuring events.
Ms. Casale is actively involved in many international professional activities including being appointed as a member of the Defense Trade Advisory Group (“DTAG”) for the 2014-2016 term, lecturing on the topics of U.S. export control and immigration law for various organizations including Marcus Evans, The American Immigration Lawyers Association (AILA) and the Netherlands Defense Manufacturing Association in conjunction with the Netherlands Ministry of Economic Affairs. Ms. Casale earned her Juris Doctorate degree from Syracuse University, graduated with honors in chemistry from Wells College, and attended the London School of Economics and Warwick University in England. She is admitted to practice law in the District of Columbia and the State of New York.
